COEA is an independent volunteer organization whose mission is advocacy on behalf of older adults.
Advocacy involves enhancing Jacksonville as a place where older adults have opportunities to experience a safe, independent, satisfying quality of life. To promote this quality of life, COEA finds itself advocates in such areas as transportation, health care, housing, education, and promoting public awareness.

This Council consists of 19 members, five appointed by the mayor and one appointed by each of the 14 district City Council members. Members must be at least 60 years old and cannot be employed by any government entity or a provider of services to the elderly.
The Council On Elder Affairs meets monthly. All meetings are open to the public.
